I got an email about this, and I might actually be interested. It seems to address many of the shortcomings of existing CMS platforms (like Blackboard or even Moodle), particularly in its support of ongoing informal learning. It also has built in billing (with paypal) for more formal course offerings. "Sclipo is a social learning network. Use Sclipo to learn, teach and meet people that share your educational interests."
